2017 ANTALYA FILM FORUM REGULATIONS (October 22-26, 2017)

 

A) ABOUT THE ANTALYA FILM FORUM

The Antalya Film Forum is a co-production and project development market established with the aim of expanding co-production opportunities primarily in Turkey, as well as in its neighboring territories and around the world, encouraging producers and directors to produce new films, and ensuring the recognition of their projects in the international film industry.

 

B) OBJECTIVES

The Antalya Film Forum aims to:

● Strengthen the brand value of the International Antalya Film Festival,

● Support film production in Turkey,

● Become the most prominent national industry center for Turkish cinema, and foster dialog and solidarity throughout the industry,

● Feature outstanding professionals of world cinema at the festival with master classes, panels and workshops, for the development of the film industry,

 

 

C) DATES

The Antalya Film Forum will be held as part of the International Antalya Film Festival for five days, on October 22, 23, 24 and 25, 2017.

 

D) MANAGEMENT

The organization and management of the Antalya Film Forum, to be realized as part of the International Antalya Film Festival, is under the responsibility of the Antalya Metropolitan Municipality. The realization of all events to be held as part of the Antalya Film Forum is under the authority and responsibility of the Antalya Film Forum management.

 

E) ADVISORY COMMITTEE

The Advisory Committee is comprised of a group of internationally renowned film professionals with extensive expertise in their respective fields. This committee will be responsible from selecting the finalists to participate in the Forum.

 

F) PITCHING PLATFORM FOR FEATURE FICTION FILMS

The 2017 Antalya Film Forum will be hosting a Pitching Platform for feature fiction films, open only to projects from Turkey. The Pitching Platform is open to application for feature films from Turkey, with a minimum running time of 60 minutes. Important dates for the Pitching Platform have been specified below.

Announcement of Winners (Antalya Film Forum Closing Ceremony): Thursday, October 26, 2017

 

APPLICATION REQUIREMENTS:

1) Producers intending to participate in the Antalya Film Forum Pitching Platform must complete their official application by filling out the online application form on the Antalya Film Forum section of the International Antalya Film Festival website by the end of business hours on Friday, September 8, 2017. (You can access the application form on the website.)

2) Projects applying to participate in the Pitching Platform must submit all documents specified in Appendix 1 in Turkish and English at the time of online application. These documents will be included in the 2017 Antalya Film Forum catalog in the case that the project is selected for the platform.

3) Producers can apply for the Fiction Pitching Platform with fiction, animated and experimental film projects. Documentary film projects can only apply for the Documentary Pitching Platform.

4) Projects applying for the Feature Fiction Pitching Platform must fulfill the following criteria:

a) Projects that have started filming cannot apply for the Pitching Platform. Selected projects should not start filming until after Thursday, October 26, 2017, the date of the Antalya Film Forum award ceremony.

b) If the project applying for the Pitching Platform is a co-production, the producer must be subject to the laws of the Republic of Turkey as a legal person and reside in Turkey, and the co-production must comply with the European Convention on Cinematographic Co-Production.

5) The Antalya Film Forum Advisory Committee will select at least 10 projects to be invited for the Pitching Platform.

6) Selected projects will be announced on the Antalya Film Forum section of the International Antalya Film Festival website by Monday, September 25, 2017.

7) The Antalya Film Forum will cover the accommodation expenses of the producer and director of the selected projects for five days between October 22-26, 2017 in Antalya, and provide two-way flight tickets to Antalya from any city in Turkey. If the project has more than one producer, the Antalya Film Forum will cover the accommodation and travel expenses of only one producer. The invited project team will attend the conversations to be specified by Antalya Film Forum, the Antalya Film Forum award ceremony, special media interviews and press meetings to represent their project.

8) Producers of the selected projects must attend the Pitching Platform. In the case that the producer is unable to attend the Pitching Platform, the selected project cannot qualify for any awards.

9) The Pitching Platform will be held on Tuesday, October 24, 2017.

 

PITCHING

10) The producer and director of each selected project will pitch their projects in the presence of accredited Forum guests and professionals.

11) The Pitching Platform jury will consist of internationally renowned professionals with extensive expertise in their respective fields (production, distribution, film fund management, television programming, sales, etc.)

12) Pitches will be delivered in English. If the producer or director prefer to present their project in Turkish, the producer is responsible from providing English translation at the time of pitching. In the case that another person is to deliver the English presentation, the travel and accommodation expenses of the translator/presenter will not be covered by the Forum.

 

AWARDS

13) Two projects participating in the Pitching Platform will be selected for the Antalya Film Forum Pitching Platform Award by the Pitching Platform Jury.

14) Winners will be announced at the Antalya Film Forum closing ceremony on Thursday, October 26, 2017.

15) The production companies of the winning projects will be awarded a monetary prize of 30,000 TL and an award certificate.

16) Monetary prizes are specified in net amounts, and will be paid to the producer as the legal owner of the project following the submission of the final script to the Antalya Film Festival. Scripts must be submitted by December 31, 2017. Taxes and other deductions are the responsibility of the Antalya Metropolitan Municipality.

17) Producers of the projects selected for the Pitching Platform are responsible from specifying the award they have received in the opening and closing title sequences of their films, their press releases and newspaper advertisements, and all promotion material related to their film, with the logo of the International Antalya Film Festival and Antalya Film Forum.

18) Producers of the award winning projects at the Pitching Platform are responsible from submitting a monthly status report regarding the developments in the project to the Antalya Film Forum Director.

 

G) DOCUMENTARY PITCHING PLATFORM

The 2017 Antalya Film Forum will be hosting a Pitching Platform for Feature Documentaries, open only to projects from Turkey. The Documentary Pitching Platform is open to application for feature documentary film projects from Turkey, with a minimum running time of 60 minutes. Important dates for the Documentary Pitching Platform have been specified below:

10) The Documentary Pitching Platform jury will consist of three internationally renowned professionals with extensive expertise in their respective fields (production, distribution, film fund management, television programming, sales, etc.)

11) Pitches will be delivered in English. If the producer or director prefer to present their project in Turkish, the producer is responsible from providing English translation at the time of pitching. In the case that another person is to deliver the English presentation, the travel and accommodation expenses of the translator/presenter will not be covered by the Forum.

12) Out of the ten projects selected for the Documentary Pitching Platform, two projects will be selected for the Antalya Film Forum Documentary Pitching Platform Award by the Documentary Pitching Platform Jury.

The 2017 Antalya Film Forum will be hosting a Work in Progress Platform, open only to projects from Turkey. The Work in Progress Platform is open to feature film projects from Turkey with a minimum running time of 60 minutes. Important dates for the Work in Progress Platform have been specified below:

Work In Progress Platform: Tuesday, October 24, 2017

Announcement of Awards (Antalya Film Forum Closing Ceremony): Thursday, October 26, 2017

 

 

1) Producers intending to participate in the Antalya Film Forum Work in Progress Platform must complete their official application by filling out the online application form on the Antalya Film Forum section of the International Antalya Film Festival website by the end of business hours on Monday, September 11, 2017. (You can access the application form on the website.)

2) Projects applying to participate in the Work in Progress Platform must submit all documents specified in Appendix 3 in Turkish and English at the time of online application. These documents will be included in the 2017 Antalya Film Forum catalog in the case that the project is selected for the platform.

3) The Work in Progress Platform is open to feature film projects produced in Turkey. Projects awarded post-production support by the Ministry of Culture and Tourism Cinema Support Council or other film funds around the world are not eligible for the Work in Progress Platform. In addition to feature fiction film projects, producers can also apply for the Work in Progress Platform with creative documentary, experimental and animated feature film projects intended for theatrical release.

4) Projects applying for the Work in Progress Platform must fulfill the criteria below:

a) Applying projects must have completed at least 50% of their filming, or be in the post-production stage. Projects whose filming is underway at the time of application must finish filming by the start of Antalya Film Forum, on October 22, 2017.

          b) Projects that have had their first screening are not eligible for the Work in Progress Platform.

          c) If the project applying for the Work In Progress Platform is a co-production, the producer must be subject to the laws of the Republic of Turkey as a legal person and reside in Turkey, and the co-production must comply with the European Convention on Cinematograpic Co-Production.

5) The Antalya Film Forum Advisory Committee will select at least five projects to be invited for the Work in Progress Platform.

6) Selected projects will be announced on the Antalya Film Forum section of the International Antalya Film Festival website by Monday, September 25, 2017.

7) The Antalya Film Forum will cover the accommodation expenses of the producer and director of the selected projects for five days between October 22-26, 2017 in Antalya, and provide two-way flight tickets to Antalya from any city in Turkey. If the project has more than one producer, the Antalya Film Forum will cover the accommodation and travel expenses of only one producer. The invited project team will attend the conversations to be specified by Antalya Film Forum, the Antalya Film Forum award ceremony, special media interviews and press meetings to represent their project.

8) Producers of the selected projects must attend the Work in Progress Platform. In the case that the producer is unable to attend the Work in Progress Platform, the selected project cannot qualify for any awards.

9) The Work in Progress Platform will be held on Tuesday, October 24, 2017.

10) The Forum administration reserves the right to disqualify projects that do not comply with the regulations at any time.

 

PRESENTATION

11) The producer and director of each selected project will present their projects only with Work in Progress participants in attendance.

12) For screening at the Work in Progress Platform, the Vimeo link and password of a preliminary edit that provides a preview of the story and cinematography of the film must be provided. The edit must consist of a maximum of 3 scenes from the film, with a maximum total duration of 10 minutes, and must have English subtitles. Videos consisting of more than 3 scenes and extensive editing will not be accepted.

13) The Work in Progress Platform jury will consist of internationally renowned professionals with extensive expertise in their respective fields (production, distribution, film fund management, television programming, sales, etc.)

14) Presentations will be delivered in English. If the producer or director prefer to present their project in Turkish, the producer is responsible from providing English translation at the time of pitching. In the case that another person is to deliver the English presentation, the travel and accommodation expenses of the translator/presenter will not be covered by the Forum.

 

AWARD

15) One project to be selected among the projects participating in the Work in Progress Platform will be awarded the “Work in Progress Award” by the Work in Progress Platform Jury, with a monetary prize of 100,000 TL and an award certificate.

16) The winner will be announced at the Antalya Film Forum closing ceremony on Thursday, October 26, 2017.

17) The monetary prize is specified as a net amount, and will be paid to the producer as the legal owner of the project following the submission of the final script of the project in two instalments. The script must be submitted by December 31, 2017. Taxes and other legal deductions rest with the Antalya Metropolitan Municipality.

18) Producers of the projects selected for the Work In Progress Platform are responsible from specifying the award they have received in the opening and closing title sequences of their films, their press releases and newspaper advertisements, and all promotion material related to their film, with the logo of the International Antalya Film Festival and Antalya Film Forum.

19) The producer of the project winning the Work In Progress Platform Award is responsible from submitting a monthly status report regarding the developments in the project to the Antalya Film Forum Director.

 

I) GENERAL PROVISIONS

1) All producers participating in the Pitching Platform, Documentary Pitching Platform or Work in Progress Platform are assumed to be in compliance with these regulations.

2) Antalya Film Forum reserves discretion to decide and make changes with regard to all other provisions not specified in this list of regulations.

3) This list of regulations is effective as of August 3, 107, with the approval of the Festival Management.

The edit must consist of a maximum of 3 scenes from the film, an must have a maximum duration of 10 minutes. Videos consisting of more than 3 scenes and extensive editing will not be accepted.

3. Short synopsis (One paragraph at maximum, 800 characters with spaces in Turkish, 900 characters with spaces in English)

4. Biographies and filmographies of the director, producer and writer (1000 characters with spaces per biography and filmography at maximum) (Turkish / English)  (Note: If the film has multiple producers, the total length should not exceed 1000 characters with spaces.)

5. General information about the production company and filmography of the production company (1000 characters with spaces at maximum per production company) (Turkish / English)
